Pakistan News: Firstly Approval of Bill against Heavy School Bags for Children by KP Government

The cabinet of Khyber Paktunkhwa (KP) unanimously approved the KP School Bags Act 2019 in its meeting today, which restricts the weight of student’s bags.

KP has thus become the first province to enact any regulations concerning the weight of school bags.
In November 2019, in the provincial cabinet secretariat, the KP Education Department submitted the School Bags Act. All the allowed weights of school bags for all classes are provided here.

Under Section 4(1), schools are mandated to have lockers and cupboards to store books and other items for students, in compliance with the School Bags Act.

Class Permissible weights
Pre-Grade 1 1.5 kg
Grade 1 2.4 kg
Grade 2 2.6 kg
Grade 3 3.0 kg
Grade 4 4.4 kg
Grade 5 5.3 kg
Grade 6 5.4 kg
Grade 7 5.8 kg
Grade 8 5.9 kg
Grade 9 6.0 kg
Grade 10 6.5 kg
Grade 11 7.0 kg
Grade 12 7.0 kg

In order to comply with the legislation, the KP government will create an autonomous monitoring cell. In the event of a breach, the school administration will be fined Rs. 200,000.

The Government of Khyber Pakhtunkhwa is looking to enact laws to restrict the weight, obtained on Tuesday, of school bags transported by children.

The Khyber Pakhtunkhwa School Bags Restriction of Weight Act 2020 does not weigh school bags of children over 1.5 kg and class one bags of children over 2.4 kg.

Class two to 5 bags shall not exceed 5.3 kg, and bags of 5.4 kg to 6 kg shall be permitted for carriage by students from class six to class 10.

The law also recommends that class 11 and 12 bags not exceed 7 kilogrammes. The law recommend that government schools should take measures when they fail to comply with the law, while private schools will earn an increase of Rs 200,000 for failing to follow the law.

It would seem the first of its kind in Pakistan to be the law passed by the Khyber Pakhtunkhwa Assembly. The bill will be discussed with the cabinet of the province.
